Jail is Not a Mental Health Facility

Colorado Department of Human Services Bill (SB18-252) died on May 10, 2018. This Bill included avenues to free up jail cells and hospital beds for persons with mental illness by treating them in the community. But, the State of Colorado weighed down the Bill with the unconstitutional provision to warehouse persons in jail for 5 months.
My question to my community is – Is the State of Colorado out to help our people or out to avoid being fined for their breach of their agreement?
